TMR System is an operations consulting firm built by two people who’ve spent their careers doing exactly what we sell — building infrastructure for organizations that are scaling faster than their systems can handle.

How We Got Here

We began our careers at 2U during hypergrowth — the kind where you go from 200 to 750+ employees and the systems that worked last quarter are already breaking. Tiffany was building the operational infrastructure that held it together. Matt was building the intelligence systems that proved it was working. We watched what happens when scaling organizations have one but not the other.

After 2U, we kept building — Tiffany at Noodle Partners (where she built a $10M business line from scratch), Matt at CMI Media Group (where he built an audience intelligence department from 1 to 25+ people). Same lesson, different contexts: organizations don’t fail because of bad people. They fail because of missing systems.

TMR System exists because we kept seeing the same gap. Nonprofits, IGOs, and mission-driven organizations hitting the wall between “we can handle this ourselves” and “we need real infrastructure” — and not finding consultants who could build both the operations side and the intelligence side under one roof.

So we built the firm that does both.

Tiffany M. Ryan

Co-Founder — Operations & Infrastructure

Tiffany builds the systems that let organizations stop running on founder energy and start running on infrastructure. She’s spent 12+ years in higher education, EdTech, and workforce development — not advising from the outside, but building from the inside.

At Noodle Partners, she built and led a $10M business line from 3 to 100+ team members in 36 months — designing the onboarding, training, performance management, and compliance systems that made that scaling possible, with 90% retention and 70+ NPS. At 2U, she scaled operations from 200 to 750+ employees across multiple countries while maintaining a consistent NPS of 70 and zero compliance violations during Department of Education audits. She’s secured $1.2M+ in grants across federal, state, local, and private funding sources and managed 40+ institutional partnerships including Boston College, NYU, USC, and Georgetown.

Tiffany is currently completing her Executive MBA and holds an MA in International Nongovernmental Organizations from Webster University (London) and a BA in Social Work from Millersville University. She serves on the board of MNeurodivergent, a Minnesota-based organization supporting the neurodivergent community.

Matt Ryan

Co-Founder — Intelligence & Analytics

Matt turns data into decisions. He’s spent 10+ years building audience intelligence practices, marketing analytics systems, and data storytelling frameworks for Fortune 500 clients across healthcare, SaaS, and enterprise brands.

At CMI Media Group, he built the audience intelligence department from 1 person to 25+ team members, managing 28 clients generating ~$12M/year in revenue. He was hand-selected by the CEO to join an internal task force on strategic AI deployment company-wide, and was recognized with MVP and Employee of the Month awards. He’s certified in Brandwatch, Meltwater, and Sprinklr, and has led KOL identification, social listening, and competitive intelligence programs for some of the largest pharmaceutical and healthcare brands in the world.

Matt holds an MA in International Security & Politics of Terror from the University of Kent (UK) and a BA in Political Science from Temple University.
